Arizona House passed the Convention of States application (HCR 2027) on March 12
by a vote of 32-25.

The Great Debate Arizona Leaders Offer Opening Statements     The YouTube audio tracks below comprise the first part of the best discussion/debate I've ever heard on the controversial state-legislature-driven Article V initiatives to amend the US Constitution. In this first of three articles on, Arizona leaders of Article V and Nullification initiatives present opening statements on their positions, each lasting about 10 minutes.
        It still comes as a surprise to most Americans to learn that state legislatures can amend the US Constitution without the permission or approval of Congress, the President, or the Supreme Court. Congress has only an administrative obligation and no vote or veto anywhere in the process, and the President and Supreme Court are assigned no role at all. Advocates of the state-legislatures-driven application of Article V are often called "Fivers" for short.

AZ House Approves Call
for Article V Convention

        A bill passed by the House on Monday set guidelines for potential delegates that would enable legislators to provide scope on what any delegates could and could not vote on, and would provide the ability to recall them if they violated the legislature's instructions. That bill passed along party lines.
        Right now there are three bills going through the House that would call on Congress to create a convention. Rep. J.D. Mesnard (R-Chandler) is running a bill supported by the Goldwater Institute, and Townsend is running her own resolution. Thorpe said that there are around 20 other states that are considering similar bills.

AZ Takes a Step Forward House Committee advances the Article V application     The Arizona House Federalism and Fiscal Responsibility Committee passed a resolution to advance the Article V Convention of States application by a vote of 5-3 on Feb. 11. The resolution is sponsored and cosponsored by 12 Arizona representatives, and calls for imposing fiscal restraints on the federal government, limiting the power and jurisdiction of the federal government, and limiting the terms of office for officials of the federal government.   . . . more       2/21

Townsend calls for Convention of States House Concurrent Resolution 2027     Rep. Kelly Townsend, R-Mesa, has proposed that state legislators formally ask the federal government to call for a Photo of Rep Kelly 
	Twonsendconvention of states for the purpose of proposing amendments to the U.S. Constitution; the gathering is also known as an Article V Convention.
        House Concurrent Resolution 2027, sponsored by Townsend, is the first step that at least 34 states must take in order to set into motion the call for a convention of states. Article V of the U.S. Constitution says that if two-thirds of state legislatures request a convention of states, the federal government must call for a convention.
